The Collapse of the 28-Clause Peace Initiative for Ukraine: How Peace Negotiations Continue to Stumble

Europe experienced widespread relief on Monday, as the tension triggered by the announcement of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been contained. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: an extensive attack of aerial bombardment on Kyiv.

The Cycle of Peace Talks and Military Action

The chain of contrasting events captured the bleak nature of the outgoing year. By day, negotiation efforts are fought: optimistic declarations are issued from various governments. Considerable effort is allocated on containing particular approaches. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the primary tool for achieving "peace".

After-Dark Attacks

As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is able to track rocket firings from Russian territory, a ability provided through timely intelligence. From vantage locations, military aircraft that had been dispatched to counter approaching cruise missiles roared overhead – advanced fighter aircraft delivered to Ukraine by Western partners.

Soon thereafter, Kyiv's missile defense thundered: multiple launches targeted at a hostile projectile. This was a modern interception technology at work, presumably supplied through allied countries. Every launch jolts you unexpectedly, causing tremors. The brief panic quickly becomes resigned acknowledgment: perhaps the hostile projectile won't hit its mark this time, protecting urban areas from catastrophe and further power outages.

Ongoing Risks

Following this, a heavy machine gun opened up on a aerial vehicle somewhere nearby, part of a rapid response unit – probably Western-made equipment. Sadly, the shots failed to hit the hostile drone – it pressed on overhead toward its destination.

Intermittently, this continued until dawn. Kyiv faced the early updates: seven people killed, damage and heating outages in numerous residences as a result of the night's assault. As typically, everyone still went about their day – enduring hostilities. But those entire period encapsulated Ukraine's vital need on Western support – a reliance that European nations are evidently unprepared to substitute in the short term.

Failed Diplomacy

The detailed framework from American leadership provoked deep reactions, debate and deep concern – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and international summits.

Every new approach from US leadership unfolds according to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually achieve victory. This cycle will, undoubtedly, persist.

Strategic Calculations

It is convenient to criticize certain parties of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. Washington functions according to a principle well known to seasoned negotiators: you cannot achieve through diplomacy what you have been unable to protect through force. The White House believes that it is unfeasible to pressure the Kremlin to relinquish the land that it currently occupies in Ukraine's southern or eastern regions.

The challenge is that while accepting these circumstances, Washington does nothing to deter Moscow, through statements or actions, from believing that the status quo will not evolve additionally in its advantage in the coming year.

Opposing Positions

Therefore, Russian leadership is confident that duration works to their advantage – that Ukraine and its partners are coming close to fatigue. Their reason to sign a deal that does not give them the greatest potential benefit is almost completely absent. There may be many attempts to end hostilities, but they will continue as long as Russia's government remains supremely confident in the conclusion.

On the contrary, Kyiv believes that Ukraine can still endure, slowly losing lives and land but preventing a total frontline collapse until circumstances change in its benefit.

Current Realities

Factually, there are no real preconditions for a truce. Now, subjective factors are becoming relevant: political desires to negotiate peace and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unacceptable, so that their attention does not shift toward homefront challenges. And although their task will now be much harder after current events, it remains quite doubtful that this will change their overall approach.

These two forces are guiding negotiations.

Conclusion and Outlook

It took a only one week to eliminate the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by American leadership, resistance by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, recent disclosures, all achieved their purpose.

While new proposals based on old ideas are forthcoming, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and demonstrate particular unwillingness to modify developments, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, mainly require sustained allied backing.
